NSW Department of CommerceThe Department of Commerce NSW had more than 4,000 employees working in 100 different locations across NSW. It was providing a broad range of construction, administrative and business services to the general public, commercial sector, and other government agencies. It was established in May 2003 through the amalgamation of a number of separate agencies: Office of Industrial Relations; Office of Fair Trading; Department of Public Works and Services; Office of Information Technology and NSW Procurement. Each of these agencies had their own information systems, with different policies, practices and EDMS software systems.

Recordkeeping Innovation reviewed Commerce's information management toolset. This involves analysing and documenting work processes within each of the agencies and developed taxonomies and disposal authorities, information assets maps.

The project involved:

  • extensive consultation with staff at all levels of the organisation, done by interview and workshops;
  • business process mapping using a work process analysis model;
  • development of titling and disposal authorities.

The focus on work process analysis resulted in a departure from conventional, one size fits all approaches to taxonomy. This resulted in tools with improved user sensitivity and acceptability based on the new and emerging classification standards. The aim was to use workflow to automate records creation, building recordkeeping into business processes.
